This pattern is listed in Mel Marshall's, Steelhead, Copyright 1973 as one of the top two dozen Winter Steelhead flies to be counted on. He writes that Joe O'Donnell is named for a famous pioneer steelhead fisherman and was originally created as a joke by another fisherman in a group at Joe's cabin for a fishing session. The fly proved though, to be a great fish-catcher when tried by members of the group the next day and has since become a proven fly on just about any river it is tried.
